State

Acts as the grantor and ensures the legal and contractual framework of the toll system, defining public policies and ensuring, through the competent entities, compliance with the obligations established in the concession contracts.

AMT – Autoridade da Mobilidade e dos Transportes

Regulates, supervises and sanctions the mobility and transport sectors, promoting competition, market transparency and the protection of users' rights.

IMT – Instituto da Mobilidade e dos Transportes

Authorises, licenses, certifies and supervises road operators and infrastructure, ensuring technical and regulatory compliance in the sector in conjunction with the State.

AT – Autoridade Tributária e Aduaneira

Competent authority for initiating and investigating administrative offence proceedings for infringements resulting from non-payment or incorrect payment of tolls on road infrastructure under the terms of Law no. 25/2006, of 30 June.

Infraestruturas de Portugal

Public entity responsible for the management, maintenance and development of the national road network, under the terms of the General Concession Contract entered into with the State, which may assume the operation and collection of tolls on the roads managed or owned by it.

Toll Operators

Public or private entities responsible for toll collection, including concessionaires, IP sub-concessionaires and operators contracted to operate and maintain toll collection systems.

Users

Those who travel on the road network, use toll services and comply with the obligations associated with payment under the terms of the legislation in force.

Utilizador

Que circulam na rede rodoviária, utilizam os serviços de portagem e cumprem as obrigações associadas ao pagamento nos termos da legislação em vigor.
